Regional Overview

Alba Iulia is a Romanian municipality recognised for its experience in smart-city innovation and urban digitalisation. Through previous public–private cooperation, the city has tested a wide range of digital solutions and developed relationships with technology providers, researchers and local businesses.

Within VIVA, Alba Iulia leads the Eastern European Innovation Nexus and serves as a demonstration environment for applying digital transformation, artificial intelligence and advanced data infrastructure to regional manufacturing and circular-economy challenges.

Regional Strengths

Alba Iulia brings established smart-city infrastructure, experience in public–private innovation partnerships and a track record of testing digital technologies in real urban settings.

The municipality’s existing capabilities include digital platforms, open-data infrastructure, sensor systems and relationships with technology companies. These assets provide a basis for extending digital innovation from urban services into manufacturing, energy and circular-value-chain applications. 

Innovation Specialisation

Digital transformation and artificial intelligence

Alba Iulia’s VIVA specialisation focuses on digital enablement for regional innovation. This includes AI analytics, data-based optimisation, digital twins, traceability and cybersecurity.

These technologies are expected to support both the vertical progression of individual innovations and horizontal collaboration between regions. Digital tools can help companies monitor production, predict maintenance needs, optimise resource use and exchange knowledge more effectively across borders. 

Flagship Pilot

Digital transformation pathways for manufacturing and circular value chains

The Alba Iulia flagship will extend the city’s urban digitalisation experience into regional manufacturing ecosystems. It will apply AI, data analytics and digital-twin platforms to improve resource use and support predictive maintenance across circular value chains.

A particular focus will be placed on accessible and scalable Industry 4.0 solutions suitable for SMEs and regional industrial clusters. The pilot will also explore digital twin corridors that support real-time collaboration between Nordic and Eastern European innovation actors. 

Collaboration within VIVA

Alba Iulia leads the Eastern European Innovation Nexus, working with Plovdiv and Central Transdanubia. Together, the regions combine digital transformation, bioeconomy and agri-food manufacturing expertise.

Alba Iulia provides much of the digital backbone for this cooperation, including tools and infrastructure that can support traceability, analytics, optimisation and cross-regional knowledge flows. At the same time, the city gains new opportunities to apply its digital capabilities in agricultural, industrial and energy contexts across partner regions. 

Sister-Region Partnership

Alba Iulia and Østfold

The sister-region partnership connects Alba Iulia’s digital and AI capabilities with Østfold’s human-centred robotics and advanced manufacturing expertise.

The cooperation is expected to support cyber-physical systems in which digital infrastructure, intelligent machines and real-world industrial processes work together. Alba Iulia offers digital testing environments and implementation experience, while Østfold contributes robotics, manufacturing and applied-AI capabilities.

The partnership is intended to create mutual value, including new testing environments for Nordic technologies and stronger advanced-manufacturing capacity in the Romanian innovation ecosystem. 

Opportunities

VIVA is expected to create opportunities for:

  • SMEs adopting AI, data analytics or digital manufacturing tools;
  • technology providers seeking real-world validation environments;
  • companies working in energy management and resource optimisation;
  • researchers and universities involved in AI, digital twins, cybersecurity and traceability;
  • public authorities interested in smart-city and regional digital-transformation models;
  • local and European actors seeking cross-border technology partnerships.

Opportunities may include open calls, access to digital infrastructure, demonstration activities, training and collaboration with Nordic technology providers.

Expected Contribution

Alba Iulia is expected to demonstrate how digital infrastructure and smart-city experience can strengthen manufacturing and regional innovation in a moderate-innovation context.

Its leadership of the Eastern European Nexus will also be important for developing collaboration structures suited to regions with different institutional and innovation capacities. The lessons generated can support wider European replication of accessible digital-transformation pathways.
