Regional Overview
Østfold is a Norwegian region with a strong industrial base and growing capabilities in applied artificial intelligence, circular economy and advanced manufacturing. Within VIVA, Østfold represents one of the three Nordic Innovation Valleys and contributes experience in supporting new technologies through practical testing, regional collaboration and structured innovation scaling.
The region’s role is centred on helping manufacturers adopt advanced technologies in ways that support both competitiveness and more circular production. By connecting industry, technology providers, research actors and public authorities, Østfold provides a real-world environment for demonstrating how human-centred robotics can contribute to sustainable industrial transformation.

Innovation Specialisation
Human-centric robotics for circular manufacturing
Østfold’s VIVA specialisation focuses on human-centric robotics and AI-enabled manufacturing. Human-centric systems are designed to support people rather than replace them, allowing workers and intelligent machines to collaborate safely and effectively.
Within VIVA, this specialisation is connected to circular manufacturing. Robotics and adaptive production systems can help extend product lifecycles, improve sorting and disassembly, support remanufacturing and enable materials to remain in use for longer.
Flagship Pilot
Human robotics for circular manufacturing
The Østfold flagship will demonstrate human-centred robotics and AI systems in circular production environments. It will apply VIVA’s Elevator Model to support robotics solutions progressing through the later stages of innovation development, with particular attention to their use within real manufacturing processes.
The pilot will explore adaptive production capabilities that can support product-life extension and material circulation. Rather than testing robotics as an isolated technology, the activity will consider how the systems operate alongside people, fit into existing industrial processes and contribute to more efficient and circular manufacturing.
Collaboration within VIVA
Østfold is part of the Nordic Innovation Nexus together with Västra Götaland and Österbotten. The three regions contribute complementary expertise in robotics, circular textiles and renewable energy systems.
Through the Nexus, Østfold will participate in knowledge exchange, coordinated innovation activities, access to shared infrastructure and talent mobility. Its robotics and AI expertise can support automation needs in other regional value chains, while Østfold-based actors can learn from Västra Götaland’s circular manufacturing methods and Österbotten’s energy and industrial-symbiosis experience.
Sister-Region Partnership
Østfold and Alba Iulia
Østfold is paired with Alba Iulia through a sister-region partnership focused on cyber-physical systems. The relationship combines Østfold’s human-centric robotics and advanced manufacturing capabilities with Alba Iulia’s digital infrastructure, AI applications and smart-city experience.
The partnership is designed to support mutual exchange. Østfold can contribute robotics, applied AI and innovation-scaling expertise, while Alba Iulia offers digital testing environments, data capabilities and application contexts in an emerging innovation ecosystem. Together, the regions can explore how intelligent physical systems and digital infrastructure can support circular manufacturing and energy management.

Eligible innovators will also be able to follow future VIVA open calls, capacity-building activities, testbed opportunities and cross-regional matchmaking.
Expected Contribution
Østfold is expected to demonstrate how human-centred robotics can support both industrial competitiveness and circularity. Its flagship will provide practical evidence on moving advanced robotics from technical maturity towards application in real manufacturing environments.
The region will also contribute to the development of VIVA’s innovation-scaling methodology, knowledge resources and replication guidance, helping other European regions understand how robotics and AI can be embedded within broader regional innovation ecosystems.
